The notary represents the state, and his primary responsibility is that the transaction to be performed in full accordance with the French laws. After a preliminary agreement is signed between the parties, the purchaser needs to transfer to the notary's account 5% to 10% of the whole amount of the transaction. At that, the newer the real estate object is, the less is the amount of advance money. At that, either the purchaser, or the seller may refuse to perform the agreement within seven days since it has been signed without explaining any reasons.
